The City records each member as in favour, opposed, absent, declaring a conflict, or not voting. Those are shown as recorded. The City's record leaves out routine procedural votes. Seven entries the City marks “No Vote” or “Withdrawn” are not shown, because no vote was taken.
Richmond's minutes say “It was moved and seconded” without names, so every vote on this page says “Mover not available from source”. The mover is never inferred.
Each vote is labelled Main motion, Amendment, Referral, Postponement, Reconsideration, Procedural or Other, based on how the minutes describe it and on the wording of the motion. “Procedural” here mostly means receiving a report for information. The labels are assigned by this site and are a guide; the motion text is shown in full.
